UNRRA has heard unofficially from Ray that Ars. Scott is spreading rumours that UNRRA has agreed to provide one million dollars worth of supplies to Hong Kong. UNRRA has cabled Ray unofficially that this is incorrect and that UNRRA would only consider this if a formal request were received from His Majesty's Government in which case the method set out in our telegram under reference would probably apply.
Foreign Office please repeat to Hong Kong and Shanghai as my telegrams Nos. 12 and 13 respectively.
